He has extensive experience structuring and executing public and private investments across key infrastructure sectors, including water and wastewater services, airport infrastructure, highways, and mining. Luiz Paulo delivers tailored legal solutions to infrastructure investment funds, concessionaires of public works and services, construction companies, and private entities operating in regulated markets.
He has played a pivotal role in high-impact projects, including advising Companhia de Saneamento Básico do Estado de São Paulo (Sabesp) during its privatization process, supporting the winning bidders of two out of three lots in the 7th round of airport concessions conducted by ANAC, and assisting the State of Rio Grande do Sul and Companhia Riograndense de Saneamento (Corsan) in the privatization of Corsan. Luiz Paulo also provided legal advisory to Transpetro in the preparation of the bidding notice, contract template, and other key documents necessary to implement Petrobras’ fleet renewal program.

He also advises BTG Pactual, the largest investment bank in Latin America; Globant, a key software and technology player in Brazil’s market; and Rocha, a prominent provider of logistics services, including handling, storage, and transportation of bulk solids, liquids, and steel products for import and export operations.
