Felipe Estefam

Felipe Estefam focuses his practice on Public Law, Regulation and infrastructure matters. As an administrative law expert, he assists clients with structuring public concessions and public-private partnerships, as well as with expression of interest procedures, public bids and administrative proceedings before regulatory agencies and the Courts of Audit (Tribunais de Contas). Felipe represents construction companies, infrastructure investment funds, concessionaries, private partners and clients of the transportation, roadway, railroad, port and airport, oil and gas and sanitation sectors.

He is a lecturer and professor of administrative law. He frequently gives interviews, writes articles and is the author of several books, such as the book “Cláusula Arbitral e Administração Pública”, Lumen Juris, 2019. Together with Cascione’s M&A and Antitrust Teams, Felipe has advised clients in complex cases, among which we highlight:

  • Transaction involving the BRL 1,04 billion privatization of EMAE (major power generator), conducted by São Paulo’s government, representing Phoenix FIP;
  • Transactions involving the client IG4 Capital (pioneer in private equity in Latin America) in two different occasions: (i) IG4’s acquisition of hospital Zona Norte and (ii) IG4’S acquisition of CLI;
  • Represented Instituto Mantenedor de Ensino Superior da Bahia’s (IMES) approx. BRL 1 bi divestment of Instituto de Ensino em Saúde to Mubadala Investment Company PJSC, Abu Dhabi’s sovereign fund;
  • Advising Chiesi Farmacêutica, an experienced Italian pharmaceutical company, on its partnership with OM Pharma on the distribution of a medicine for respiratory infections – a particularly time-critical deal, considering the relevance of guaranteeing the continuous supply of such product, which could be used to treat Covid-19 related symptoms in Brazil, which involved exchange of commercially sensitive information, a Brazilian antitrust hot topic issue.
